California Building Code Chapter 7A (new codes, effective January 2008, are for new construction only).

704A.1.5: Roof gutters shall be provided with the means to prevent the accumulation of debris.

Even if you have a Class “A” fire rated roof, debris in the gutters, if ignited by burning embers, will ignite the roof edge, not the Class “A” Roof.

A home “has to have a weakness for it to burn” said Ernylee Chamlee, California’s chief of wild land fire prevention engineering. “It’s less random or a case of luck, than you might think”.*

“It is possible that your home won’t have gutters. Although this will eliminate any debris accumulation issues, it will result with a heavy rain load around your home, and depending on drainage, may contribute to moisture related problems.” **
